In the absence of that changed political dynamic, an additional twenty thousand troops will result in some additional casualties… there may be some short term progress in terms of insurgent groups or militias falling back into the general population until we pull back, but what we’re not going to see is the kind of cohesion in the central government that’s going to be required. The only way to do that, I think, is to start saying to them, ‘We’re going to provide you training, we’ll provide you logistical support, we will provide you counter-insurgency, our troops will still be in the Middle East to ensure that there are no regional problems, but what we’re not going to do is continue to oversee what has effectively become a sectarian war’.”

It’s going to take a major investment, though, because we don’t have the technology to do it right now in an efficient way.”
